It's from a working tub. Oxidation on the escutcheons and some nickel missing. Handles have pitting and oxidation, as well. Waste tube and rest is composed of brass. Ring inside trap nut is missing.

Should be able to get it back working with out too much effort. Measures: 28" x 17" overall. See pics for detailed measurements.
